During her ten-years as Executive Director of Institute for Human Services (IHS), Connie has developed a management team that has transformed the agency; creating a consortium of homeless services that both prevent homelessness and transform the lives of those who are currently homeless. She has fully integrated agency programs and services for greater effectiveness, added five new programs over 5 years, and established IHS as a clear leader for homeless services in Hawaii. During her tenure, the organization went from serving 1,400 people to over 5,000, and has diversified its funding streams to include a $1.5M grant from the US Dept. of Human Services' Substance Abuse and Mental Health Administration, which cross-trains staff to triage the complex needs of chronically homeless persons. Under Connie's leadership, IHS has collaborated with over 20 local academic programs and non-profit human service agencies. Connie engages with numerous corporate partners and a range of faith communities in the mission of providing respite to those unsheltered. She has also worked closely with HLTA and the visitor industry in addressing the issue of homelessness in Waikiki.

I believe I contacted you through email, trying to bring this to your attention, about your employees OPENLY BREAKING LAWS in regards to a human trafficking victim that was placed at your facility for safety reasons. I STATED I WANTED TO FILE COMPLAINTS ON YOUR EMPLOYEES FOR THEIR ILLEGAL ACTIONS in regards to me. YOU, CONNIE MITCHELL, DENIED ME THE RIGHT TO FILE COMPLAINTS ON YOUR EMPLOYEES THAT PUT MY SAFETY AT RISK AND ALLOWED OTHER CLIENTS TO HARASS AND THREATEN ME.
BECAUSE YOU DENIED ME MY RIGHT TO FILE COMPLAINTS. I ALSO WANT TO FILE ON YOU, NOW. YOU BROKE YOUR OWN ORGANIZATIONS POLICIES BY DENYING ME TO FILE THOSE COMPLAINTS WITH YOU. DIDN'T YOU BROKE LAWS TO PROTECT YOUR EMPLOYEES AS THEY PUT MY SAFETY AND MY RIGHTS AT RISK KNOWING I WAS A HUMAN TRAFFICKING VICTIM AND YOUR EMPLOYEES YOU KNEW THAT WAS BREAKING LAWS IN REGARDS TO ME.
I DON'T OWE YOU ANYTHING, NOT EVEN RESPECT NOR POLITENESS, NOR WILL I SHOW YOU ANY.
YOU AND YOUR EMPLOYEES BROKE VERY SERIOUS LAWS IN REGARDS TO MY SITUATION AND ME.
RESPECT AND POLITENESS WILL BE THE LAST THING I SHOW YOU, YOUR STAFF OR YOUR ORGANIZATION. UNAPOLOGETICALLY, VOCALLY AND INAPPROPRIATELY. BECAUSE YOU FUCKING BROKE THE LAW WITH ME.

The organization you run, wasn't designed or created solely for the friends of your employees. It was designed and created for every mother fucking individual in Honolulu, that needs it.

I came to Honolulu on 1/5/24 after I filed a police report on big island against some very bad individuals. I had a place on big island I was renting but had to leave it and come here, 5 hrs after I filed the police report for UNLAWFUL IMPRISONMENT a form of kidnapping. (I was taken to a park, held there for a month as they psychologically tortured me.) This case is attached to a Polaris human trafficking case.

The 2 Human trafficking organizations and the sexual abuse center, put me at IHS female shelter. The staff knew before I even physically arrived, I was a highly traumatized human trafficking and rape victim. (They saw all reports and mental health records when I got there and knew before I came in bc I contacted them and explained.)

Upon arrival, I began to get harassed. I told the tràfficking organizations and sexual abuse center and IHS and they all ignored me. This went on for 3 wks solid, non-stop. I requested to file police report with their assistance and that was ignored and denied. (I filed a DOJ report on the employees at the car wash next to IHS shelter for harassment.) Then on 1/31/24 some of the car wash employees was yelling at me and threatening to grab and rape me. I begged everyone for assistance in filing the police report, I was denied and ignored.

Then some residents from the family side of female shelter, was trying to retaliate bc I filed a report on the car wash employees. Threatening to beat me up, steal my things and rape me. Plus openly and publicly making fun of me for being so traumatized I can't be physically touched or have sex in yrs. I took pictures of them. Took pictures to IHS staff and said I wanted to file police reports on these residents. The staff lied to me saying they were not residents of IHS but employees of car wash, so they couldn't help me. (I knew they were lying to protect the residents, their friends.)

When I went down to Waikiki police department, and filed report the police officer asked why my workers didn't call. Then he did not take my report with any seriousness.

I then had my life threatened once again. The trauma of all this caused me to drop my kidnapping police report on ppl who hurt me on big island and that killed my human trafficking case against my family. Because I was taken to park and hurt, for my human traffickers, my family. And then leaving IHS and now sleeping on streets.

I have PTSD, adjustment disorder, situational depression only when trauma triggered. I have multiple TBIs as well.
I don't do drugs nor drink. I do use plant based medicine and it's actually put into MY MENTAL HEALTH HOSPITAL PAPERS FROM UNITY HOSPITAL IN PORTLAND OR.

My environment has to be a specific way bc of the things I have survived. People have to interact with me a specific way bc the things I have survived.

Then on 2/9/24 I had another threat on my life. I called 911 and officer responded told me I was not allowed to file report or charges. (Filed a police commission complaint 2/15/24)

Then a week after that I had another threat on my life and being raped. I felt like I could not call 911 for help.

Since that incident, I have been robbed and threatened with physical assaults, rape and being killed at least once a day, everyday.

I need a safe, comfortable, private environment to relax and stablize in, while I have assistance with filing reports, getting victims advocate and assistance, and legal representation for investigation and legal proceeding purposes.
